I am not sure how to say this in english, but is it easy to get the authorization from de government to do that on such a different media?

No, I dont' think it would be easy at all. I've been holding back... I'm pretty sure this was a one-off done guerilla style just to enter into awards. They probably set it up very early in the morning and waited for the first subway train to go by. It would be very distracting to drivers along Queen St W. in Toronto which is where it looks like they staged this. Not only that but the logo is so tiny, who would see it? The blast of air would last a few seconds, ten secs at most.

It's a fun idea, which might help us all out in being creative and coming up with new solutions, no doubt about that. And I'm glad that GJP is sharing it with us.
