Not if they were baked by an agency staff member. Nice sentiment, nice idea.
I'm all for the sentiment and most of the idea, it's just the logic that breaks down for me. I wish it said "Instead of sending out Christmas gifts, we are making a donation in your name to…"

Exactly. It's disturbing. Change 'cards' to 'gifts' and it's fine.
