If someone is gonna chase patrolling police to stamp their tickets Ogilvy Dubai will be waxed right away!

Will he enclose the stamped paper along with the ticket for example?
I don't think police allows this also.

Besides, did the creative guys measure the level of stress and anger of the audience when they receive the message to learn Arabic?
You can imagine the reaction of someone faced by a company trying to pitch on his depression.

Waiting to see it done in Dubai... if not scam.

Eh, the only thing that strikes me is this: if 74% can't understand Arabic, why the hell do they write the fines in that language?

Hi whatthefudge; allow me just to explain the situation; Dubai is one Emirate of the 7 United Arab Emirates; the official language is Arabic; hence, any official document should be written in Arabic. Now as for the 74% of the population who can't understand Arabic, this is due to the Non Arab Expats (Majority from South Asian Continent followed by British, Europeans, Australians, Americans and Iranians) who lives and work in Dubai; Dubai is a rich Emirate and where the business was rapidly growing and lots of people were looking for Dubai as a destination to live and work at; as per the last 2007 population census Dubai had more than 200 different nationalities living and working on its territory.
Now you may wonder that if 74% or more don't understand the original language why Dubai still use the Arabic; this is for the simple reason to maintain the original identity on the country;

I would rather say the illiteracy of the police men is what makes them write only in Arabic. They hardly write without mistakes even in their own language!

Otherwise Dubai is the last city in the ME that would care about the co-called 'original identity'.

Though not an Emirati myself but I believe it would make a whole lot more sense that someone deciding to live/work in a country where the official language is Arabic make at least the smallest effort to learn its language. Otherwise, by the same token, most of the parking tickets in London should be written in Hindu.

I have to say that I see the logic behind what they are trying to say. I have to agree with the comment above and say that I would probably wouldn't go to an arabic class just to read my fine. I would be kinda pissed off, that no only did I get a ticket, but I have someone telling me to learn the language to see how much I have to pay! I would just ask someone I know to translate. (that is what I did when this happened to me)

Sure. After getting a fine, you see immediately an ad about "do you want to understand the whole text of your fine?". 94% reaction will be: "F*ck you, very funny *ssholes!" Just as LeeMoh and Lynz said.
