Art Director and Other Position Wanted-Cambodia

My name is Bunchhern, from Cambodia. Let me tell you about the story. Before this 2 months I worked with OgilvyAction/Bates141/Mindshare in Phnom Penh, Cambodia, for 2 years or so. And one of my friend run a production Company like Billboard, car painting, T-shirt.... not production for Film, Movie or TVC. He own many Billboard around Cambodia and in town one billboard cost you 30,000$ per year if you want to rent it. One day we met and talked and we came up with an idea of opening Advertising Agency,cos we already got the Media, and production house in hand, we just need the creative work or marketing plan, like BBDO, Ogilvy... that create creative work, marketing plan.... something like this. but I am the only who used to work with that kind of Agency so my knowledge is too small. and He ask me to join and help him to transform this company to Advertising Agency, and of course we got the production also cos we already have it.
So if all you guy here who think you can run and develop, or want to give advice to be an advertising agency, you are really really welcome. because I dont even know how to pitch, or making proposal like most of the agency do. we really need you to join, specially art director or whoever used to work in advertising agency.
Now we have Latelz telecommunication, Camshine Telecom, and Beeline will launch in the middle of this month, and now we are building the new office to make more like professional advertising agency. so if you guy can come on time i can we can pitch for the Beeline, but please not that I dont know how to do.

anyway we can talk this later, and in Cambodia Bates141 is the big agency but now they lost a lot of client because they are very expensive. so if we success we can contact Omnicom or Interpublic to stay under their brand or something, but this is late.

To write a usefull proposal for presentation and bidding with other agencies is not a real hard things if we know where exactly we stay (the position of agencies)? And what is our clients?
The things are:
1. What was yr successful project? Can be some parts of the famouse agency are the same yr, so why different price (cheaper) and more reliables from yr side could not be win the bidding?
2. Some agencies do need yr help right? Why do not u go direct to them (custimers)?
3. Come up with a very very small idea and campaign for small budget for small companies and try to do the best. Try to get the minimize profit and maximize your branch awareness.
4. Try to cooperate with other agencies for the big project then step by step try to cut off their job (agencies) and finally u will be done 100% perfect by yr own group.
