playing with scale can lead to interesting things, but I don't care for the text. Also, the idea of taking care of strays is kind of strange... It seems like you're talking about catching stray animals, taking them to the vet, then letting them loose again. Wouldn't it be more effective to promote adoption?
Its about attracting people to be 'aware' of animals around them. The brief was taking strays to vet at least once a year, to make them healthy, and if they are healthy, people will be healthy too.
I'm sorry but that doesn't make sense. "Go out and catch a stray animal that may or not be sick, rabid or injured. Then take this freaked out, feral animal to a vet and pay for their medical expenses, and when you're done paying take it back outside and let it run wild to fend on its own again." That's encouraging people to go to a lot of trouble to essentially do next to nothing to improve the animal's quality of life.
Sometimes you have to analyze the message that's being sent rather than the way in which you communicate it. This brief needs serious revision.
Hmm, nice try, but I think the concept needs a lot more work. The copy doesn't make me want to take action.

The brief was about taking care of your own neighborhood. In this case, the Foundation Veterinary briefed us that's important to take care of stray animals in order to take care of your neighborhood. They wanted us to make people go to a vet with a strat animal at least once a year.
We pointed up that only the lucky animals got to a vet. Because so few ppl think about animals on street. And the results of a research shows that children are the ones who convince their parents to take a dog and take it to a vet. They say children has a important role on this.
So we came up with this solution. A little girl comes with a dog, naming him Mr. Lucky. Which is a little tragig actually. She tries to make her parent realise the problem. But she is not doing it for "taking care of her neighborhood". She is doing it because of her pure love. She sympathies the dog. And effects the mother/father. Thus, Mother and father has their own reasons for taking a dog to a stray( responsibility) , and the girl has her own.
