Yeah it looks like the potato has fungus or algae or something that'll give a healthy human a disease. Why would Lay's want to be associated with a fungus infested potato?
I like stsanto's peeled potato idea.
When you take a potato out of the ground it is covered in dirt (earth). Fungi or algae are usually green.
Anyone else?
The first time i looked at it I thought its an egg!!
I don't like the way the visual is done and it's not much of a concept. With decent execution it will be a decent ad though.

Don't use dirt. Try natural color variations on potato skin to demonstrate your idea. More subtle will be more effective in this case. Get rid of all copy – (or shorten drastically) – except "International Year of the Potato" and Lays logo. I also think a white background would be nicer.
As a Lays ad it shouldn't suggest you that theirs chips are dirty or with soil ;]
It should be natural like Pete2 wrote above.
