Don't use dirt. Try natural color variations on potato skin to demonstrate your idea. More subtle will be more effective in this case. Get rid of all copy – (or shorten drastically) – except "International Year of the Potato" and Lays logo. I also think a white background would be nicer.

I like stsanto's peeled potato idea.
When you take a potato out of the ground it is covered in dirt (earth). Fungi or algae are usually green.

The first time i looked at it I thought its an egg!!
I don't like the way the visual is done and it's not much of a concept. With decent execution it will be a decent ad though.

As a Lays ad it shouldn't suggest you that theirs chips are dirty or with soil ;]
