I think the message is just simply wrong. It's like pointing out that the sky is blue and water is wet. 'Women deserve to live longer' sounds just a bit ridiculous to me. Try a new angle is my suggestion.

I think the tic tac toe idea is good but the way you're displaying it doesn't work. make the grid look more like a tic tac toe board (ie square) and stabilize the x so it looks more like an x and we can get the connotation easily.

try playing with the text, personally I like your simplicity and the use of the white space . If you want to have text that different make it very different as in

"women have a right to life" just a personal thing I would prefer the word life

and then in the next line "DON'T PLAY WITH THEIR LIVES". I would make the text 10x larger and maybe in a different font .
Are you familiar with CRAP contrast, repetition, alignment and proximity. I like your ideas and you have
