Task:
To make people aware to wear a helmet.
Brief:
The message got to be conveyed to the two-wheeler riders in a very simple, yet creative way. No visual of accident / blood / death, etc is required. A fun element is welcome.
Consumer touch points:
Bike / scooter stands out of market complex / office premises / metro stations / shopping malls / cinema halls / amusement parks / hotels / restaurants, etc.

Idea:
Unlike Ravana you have one and, only one, head. So protect it in a helmet to save it… as you just can’t afford to lose it… and die.

I don't like the brief. Who said that road safety ads are supposed to be funny?
I understand you're trying to avoid showing blood, death, etc...
but humour is not a good alternative.
