How can I do a Imagecampagne for a City with a already good Image?

In the scope of my studies in communications I have been working on my dissertation for some time now.
The dissertation has the following topic:
An image campaign for the (Free and Hanseatic) city of Hamburg/Germany
As I have previously only been involved in product-based and socially-based campaigns, I set myself the task to develop an image campaign for the city of Hamburg
Hamburg, a city that should not have an image problem in the first place.
The tourism sector is booming and the firms’ turnover is increasing progressively.
I now would like to ask you for some advice: How should I structure such project?
Are you aware of any field/zone/area/sector in Hamburg that has a bad image or things that you consider to be great
about Hamburg, however lack the respective image?
How could one approach the topic of Hamburg in a campaign differently?
I would be very grateful if you give me 5 minutes of your time and make some suggestions/contributions towards my dissertation.
You would be of great help in the development of an excellent dissertation.

Perhaps just find an area that has not been highlighted yet.
I do not know how much time you have with this project, but I would spend some time further researching the project before concepting. I do not have the answers to your question, but hope to help you set the path to find those answers and execute a successful solution. I could reference you to a couple campaigns, such as I AMsterdam and Incredible !ndia, that will hopefully inspire you. I believe that www.grey.com has a case study on the latter. It may prove helpful as you gain an understanding of what challenges the team were faced with, the approach they took, and the end results.
