This idea is ok but will only be as good as your photoshop skills. Getting rid of the background will be a start.

i'm 99% sure it's illegal to reproduce (scan) their work and material without their permission. But you don't even need to do that. Find images that are not copyrighted and simply add magazine cover-like text over the image. Shouldn't be that hard.

It's a good effort and the concept "An Out of a magazine look" is cool. Maybe try keeping some fashion magazines scattered in the background instead of the scene now appearing and the cutout should stand out louder than the magazines.
