Aren't all ads call to action?
No, some are purely informational, or for awareness, or teasers.
I think by "Call to action" 0.5K means "Direct response" which typically includes an offer and multiple ways to respond.
These days it usually includes an integrated approach involving social media, broadcast, print, ambient, YouTube and so forth.
The campaign "Best Job In The World" is a brilliant example of a Direct + Branding campaign with multiple, creative channels of communication.
Anyway -- 0.5K, one way to go would be to come up with a creative offer, perhaps offering some form of participation in the event or with a team.
